Engineering Technician II

Provide support to the Substation/Transmission Engineering Team. Assist in establishing construction budgets, schedules and contracts. Assist with coordination of construction activities, controlling safety and security with contractors on substation and transmission line construction sites, control costs, control project records, and prepare project closeout documents. Act as project engineer on minor projects.
Two-year college degree or equal experience.
Four years experience in design and construction of electrical substations or equivalent.
Knowledge of substation and transmission design configurations.
Possess OSHA High Voltage Training Certificate or able to acquire one within a 12 month period.
Knowledge of Civil Engineering related to substation and transmission construction.
Proficient at word processing, spreadsheets, computer aided drafting software and computer applications in general.
Working knowledge of utility operations and practices.
Basic understanding of preparing construction project schedules and the monitoring of planned schedules versus actual progress.
Thorough understanding of RUS Standards.
Strong verbal and written communication skills
Assist in preparing equipment and construction specifications, station construction units and drawings.
Develop project specific Sequence of Construction plans and review plans with Operations.
Assist in development of substation equipment switching procedures and perform switching in the field as required.
Assist in facilitating Pre-Bid and Pre-Construction meetings.
Protect SWTC interests by being owners on-site field representative during the execution of construction contracts.
Preparation and administration of project Field Change Orders (FCO's) and project Addendums.
Review contractor performance requirements, workmanship, delivery schedules and proposals of materials/equipment costs in conformance with contractual requirements and prepare recommendation for Substation Design & Construction Manager approval.
Inspect owner furnished material to insure compliance with procurement specifications.
Review design and manufacturer's shop drawings for constructability issues..
Coordinate all field activities during the course of design and construction, including Technical Service and Maintenance support.
Assist in the research and resolution of discrepancies to assure invoices are in accordance with contract and purchase order terms.
Develop substation physical layouts, plot plans, equipment plans, material lists, elevations, foundation plans, conduit & grounding plans.
Develop transmission line plan & profiles, structure assembly details, foundation details and grounding details.
Support Substation/Transmission Engineering Manager and Project Engineers with efforts towards ensuring the quality and control of submittals from contractors and consultant for engineering, purchasing, drafting, land services and corporate records.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
