Principal Financial Analyst - Rates Administration

Responsible for the senior level administration and lead of analytical services in the Finance and Rates area for the Arizona G&T Cooperatives. Serve as primary liaison to the Boards of Directors, Member Distribution Cooperatives, regulatory counsel and the Arizona Corporation Commission Staff on revenue requirements and cooperative rate regulation matters. With little or no supervision, design wholesale generation and transmission rates for the cooperatives that recover revenue requirements, meet cooperative pricing policies and principles and comply with regulatory requirements. Provide expert level management of rate application filings to appropriate regulatory bodies Rural Utilities Service (RUS), Arizona Corporation Commission (ACC), Federal Energy Regulatory Commission (FERC), etc. . Prepare expert testimony in support of rate and other regulatory filings, direct the testimony of others and preparation of requests and responses. Provide guidance to other analysts in the administration of fuel and purchased power fuel adjustor clause, environmental compliance adjustment rider, transmission revenue adjustor, etc.
KNOWLEDGE, SKILLS AND ABILITIES:
B.S. in Accounting, Finance or related field.
Master's degree preferred, but not essential.
8 10 years of experience to include:
Five years of experience in cost-of-service, cost allocation, rates theory and rate design.
Utility, RUS, regulatory oversight agencies and Cooperative work experience a plus. Proficiency in Microsoft Office products, especially Excel, and experience with an Enterprise Resource Planning (ERP) system. SAP experience a plus.
Excellent communication skills, written and oral.
Technical writing skills and detailed PC skills.
Financial modeling
Ability to do research including legal research.
Any equivalent combination of related education, training, and/or experience can be substituted for requirements listed above.
ESSENTIAL FUNCTIONS:
At an expert level, and with minimal supervision, this position will have primary responsibility for managing the following functions:
Rate administration sufficient to recover revenue to meet the financial goals of the cooperatives.
Preparation of professional, accurate, and complete rate cases that are defensible and timely.
Preparation and filing of financing applications with the ACC.
Interaction with Regulatory Counsel and rate consultants.
Responding to requests for data in a timely manner.
Compliance with RUS, ACC, FERC and other regulatory agencies' rules and regulations.
Utility rate and cost issues analysis.
Administration of purchased power and fuel adjustor clause, environmental compliance adjustment rider and transmission revenue adjustor.
Monitor and submit regulatory compliance items to the ACC.
Liaison with the Cooperative's statewide organization on regulatory matters.
Develop and maintain strong relationship with ACC Staff and liaison on matters relating to the cooperatives.
Strategic financial analyses in support of Finance and Rates, other departments, and Members.
Oversee the preparation of financial forecasts for strategic, rate case and financing purposes.
PRINCIPLE CHALLENGES:
Design rates that balance revenue recovery, member impacts, and the long-term financial health of the Cooperative while complying with regulatory policies.
Developing and maintaining databases and spreadsheets that allow for the timely and accurate analysis of revenue requirements and rates.
Coordination of rate analysis discussion across departments to provide a broad spectrum of review and consensus in management recommendations and ensure that all relevant pro forma adjustments are accurately represented.
Coordinate and prioritize business and financial analyses throughout the cooperative and member systems, as necessary.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
